Much of the Finger Lakes market is essentially non-rated.  2 counties are part of the Rochester Metro but the other counties are not part of any Metro area.  Arbitron does put a few diaries in those counties for the benefit of the national radio networks, but not with enough sampling to be used locally.  Ratings are used when there are 3 or 4 companies in a market.    In the Finger Lakes we own 75% of the stations.
